My staff despatch No. 94 forwarding a request for transfer to the Malayan Union Police Force from Mr. B. C. Fay, Assistant P3 Superintendent of Police, and your staff savingram No. 323 of

26th July, 1947, confirming transfer to Nigeria of Mr. A. D. Monk- house, Assistant Superintendent on probation.

The departure of Mr. Monkhouse this month for Nigeria and the transfer of Mr. Fay, should this be approved, will leave two vacancies in the gazetted ranks of the Police Force, and I request that steps be taken for immediate recruitment of two replacements.

Officers are required with some police experience, but who are not too old to acquire a knowledge of Cantonese. It is suggested therefore that consideration be given to the appointment of members of the Indian Police Force or from the gazetted ranks of the Palestine Police Force. Such officers should not be more than 30 years of age, and if recruited from outside the Colonial Police Service could, subject to your approval, be allowed to count part of their previous gazetted service towards seniority in Hong Kong.

It should be explained to candidates that housing conditions are still far from satisfactory here and that they may be compelled to undergo somewhat austerity conditions for the next year or two.

The salary for gazetted ranks of the Police Force is £400 per annum for two years, then £520 per annum to £1,050 by 6 amual increments of £25, 1 of £90, 5 of £30, 1 of £40, and 2 of £50, together with the usual residential allowance. Salary is subject to revision on the recommendations of the Salaries Commission.
